THAT the April 16, 2025 Regular Council Meeting Minutes be approved, as presented. 

Motion to Receive the Minutes of the following Municipal Boards, Commissions and Committees 

• March 19, 2025 Municipal Truth and Reconciliation Committee Meeting Minutes
• March 6, 2025 The Environment Committee Meeting Minutes
• April 3, 2025 The Environment Committee Meeting Minutes

THAT the March 19, 2025 Municipal Truth and Reconciliation Committee Meeting, the March 6, 2025 and April 3, 2025 Environment Committee Meeting Minutes be received. 

THAT Council awards the contract for professional security guard services to GForce for $96,120.00 plus HST; and further,

THAT Council authorizes the passing of By-law No. 28-25, Being a By-law to Authorize the Mayor and the Clerk to Execute a Contract between The Corporation of the Municipality of Sioux Lookout and G-Force Security in the amount of $96,120.00 plus HST.

THAT Council awards the contract for the Pelican Park Lift Station Forcemain Upgrades and Highway 72 Service Extensions (RFT No. T010-2025) to Makkinga Contractors for the amount of $3,659,053.25 plus HST; and further

THAT Council authorizes the passing of By-Law No. 34-25, Being a By-law to Authorize the Mayor and the Clerk to Execute a Contract between The Corporation of the Municipality of Sioux Lookout and Makkinga Contractors for the Pelican Park Lift Station Forcemain Upgrades and Highway 72 Service Extension in the amount of $3,659,053.25 plus HST.

THAT Council awards the Contract for the Prime Consultant Services for the Water Standpipe Replacement Study (RFP No. R012-2025) to WSP Canada Inc. for the amount of $60,500.00 plus HST; and further

THAT Council authorizes the passing of By-law No. 35-25, Being a By-law to Authorize the Mayor and the Clerk to Execute a Contract between The Corporation of the Municipality of Sioux Lookout and WSP Canada Inc. for the Water Standpipe Replacement Study in the amount of $60,500.00 plus HST.

THAT Council directs Staff to award the following incentives through the Community Improvement Plan and to enter into an agreement for the disbursement of these funds with each successful applicant:

1.    37 Prince Street – Kendall Schulz

Residential Intensification Grant –     $6,000

Total –                                                $6,573

2.    59 KING ST – COMPUCOUNT ACCOUNTING SERVICES

THAT Council awards the contract for the Multi-Site Building Condition Assessment to Nadine International Inc. for $34,280.00 plus HST. 

THAT Council authorizes the passing of By-law No. 39-25, Being a By-law to Authorize the Mayor and the Clerk to Execute a Contract between The Corporation of the Municipality of Sioux Lookout and Nadine International Inc. for the Multi-Site Building Condition Assessment in the amount of $34,280.00 plus HST.

THAT Council authorizes the passing of the following By-laws:

-    By-law No. 36-25, Being By-law to Permanently Close, Declare Surplus and Authorize the Sale of a Highway of the Municipality of Sioux Lookout, and Rescind By-law No. 37-23 (86 Fanning Avenue); and

-    By-law No. 37-25, Being a By-law to Permanently Close, Declare Surplus and Authorize the Sale of a Highway of the Municipality of Sioux Lookout (PLAN M302 LOT B PCL 17596)

THAT Council authorizes the passing of By-law No. 40-25, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement between The Corporation of the Municipality of Sioux Lookout and His Majesty the King of Right of Ontario, as Represented by the Solicitor General for the Victim Support Grant (VSG).

THAT Council receives the Oxford Economics Report on the impact of Tariffs on municipal capital projects' spending (commissioned by AMO); and further

THAT staff continues to monitor and provide Council with updates on tariffs and the potential impacts it will have on capital project spending.
