Confirmation of Agenda

THAT the Agenda for the Regular Council Meeting on September 18, 2024 be approved, as presented.

Motion to Adopt the Minutes of the Following Meetings

• August 13, 2024 Special Council Meeting Minutes
• August 14, 2024 Regular Council Meeting Minutes
• September 5, 2024 Special Council Meeting Minutes

THAT the Minutes of the August 13, 2024 and September 5, 2024 Special Council Meeting and the August 14, 2024 Regular Council Meeting be approved, as presented.

Motion to Receive the Minutes from Outside Agencies and Boards

THAT the Minutes of the May 24, 2024 Board of Health Meeting be received.

THAT Council approves the Phase I design concept for Centennial Park and the Front Street concept design as guidelines for future improvements; and further,  

THAT Council direct staff to issue an RFP for engineering & design to estimate implementation expenses; and further,

THAT Council direct staff to seek suitable funding opportunities for the implementation of Centennial Park - Phase I and present them to Council as they arise.

THAT Council authorizes the passing of By-law No. 78-24, Being a By-law to Deem the lots located at 5 Carlbom Drive and 7 Carlbom Drive not to be within a registered Plan of Subdivision.

THAT Council authorizes the passing of By-law No. 83-24, Being a By-law to Deem the lots located at 86 Third Street, Hudson; 77 Fourth Street, Hudson and Plan M232 Lot 200 Pcl 19895 not to be within a registered Plan of Subdivision.

THAT Council approves the new Collective Agreement between the Municipality of Sioux Lookout and CUPE Local 2141, as outlined in the Human Resources Manager's Report dated September 18, 2024; and further

THAT Council authorizes the passing of By-law No. 75-24, Being a By-law to Authorize the Mayor, and the Clerk and the Municipal Management Negotiation Committee to Execute a Collective Agreement between The Corporation of the Municipality of Sioux Lookout and the Canadian Union of Public Employees (CUPE) and its Local 2141, and to rescind By-law No. 27-21.

THAT Council receives the 2024 Municipal Operating Budget-to-Actual update, as outlined in the Treasurer's Report dated September 18, 2024.

THAT Council, respecting requests for financial support received by Delegations at the July Regular Council Meeting:

1. Defers the requests to the 2025 Budget, which at such time they will be reviewed with any other donation requests.  This would be consistent with Council's determination during the 2024 Budget process that the Municipality was not in a position to provide such cash contributions in 2024.

2. Approves the two requests, and such requests be funded from the unused 2022 Budget Surplus.

THAT Council moves into Closed Session at ______ to discuss matters of a general nature as noted below:

• Subject matter relating to a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board, pursuant to the Municipal Act, 2001, as amended, Section 239 (2)(k) (1 Item: Partnership Opportunity)
  
  
• Subject matter relating to a proposed acquisition of disposition of land by the Municipality, pursuant to the Municipal Act, 2001, as amended, Section 239 (2)(c) (1 Item: Municipal Buildings)

THAT Council ratifies Motion(s)/the direction given to Staff relative to the items presented in Closed Session on September 18, 2024 as follows:

THAT By-law No. 81-24, Being a By-law to Confirm the Proceedings of the Council of The Corporation of the Municipality of Sioux Lookout (September 18, 2024 Regular Council Meeting) be read a first, second and third time, and passed.
